Tim Rifat specialises  in researching into the science behind remote viewing, Psi-warfare and electromagnetic mind control. The book covers:

1. The Soviet Union spent vast amounts of time and money, $500,000,000 per year in the eighties. developing Psi-warfare at more than twenty research institutes..

2. The Russians developed a  new science of psychotronics. This was the applied use of Psi (the power of the mind to influence reality) and electronics to effect change in the world. This led the Soviets to develop mind control weapons that were based on telepathy and on electronics that broadcast ELF (extremely low frequency) signals which the brain is very susceptible to and which can control behaviour and emotional state as well as the health.

3. The Soviet Union used psychotronics to psychically spy on the West, telepathically hypnotise enemy leaders (called remote influencing by the Americans) and ESP to scan the minds of foreign leaders and intelligence agents of interest.

4. The Russians built the most powerful electromagnetic transmitter in the World, powered by Chernobyl, the largest nuclear power complex on the planet, to broadcast ELF signals at the West, which according to one US expert, turned 30% of the Western population into an unstable mental state. It appears the Soviets were trying to turn a large section of the Western population unstable or mad so the West would implode with social trouble. From 1976 until the fall of the Soviet Union, this 'Woodpecker' transmission was broadcast non-stop.

5. Russian scientists discovered a whole new science of the mind and the power of Psi which it projects, detailed analysis of this and its use in Psi-warfare is given in the first chapter.

6. The Americans developed a technique called remote viewing which they used for psychic spying. Both the CIA and the DIA (US Army intelligence) had their own teams of remote viewers. The CIA admits to spending $20 million dollars on the project.

7. US remote viewers discovered the location of crashed Soviet bombers, submarines and psychically spied on top secret Soviet and Chinese bases specialising in nuclear weapons, biological and chemical weapons and top-secret weapon systems.

8. Joe McMoneagle, one of the American's finest remote viewers psychically spied on the Soviets Typhoon class nuclear submarine while it was being built, this is a battleship-sized nuclear missile submarine. Other remote viewers used psychic spying to see the B2 stealth bomber being built in secret, the M1 battle-tank, the location of hostages such as general Dozier captured by the Red Brigade in Italy and US hostages in Beirut.

9. Remote viewing was used during the gulf war to locate Scud missiles and to psychically spy on Iraqi troops setting fire to the Kuwaiti oil wells.

10. President Carter made public the remote viewing project when during a conference in South Africa, he made the public statement that a CIA psychic looking for a downed plane in Zaire 'went into a trance and gave some latitude and longitude figures. We focused our satellite cameras on that point and the plane was there'.

11. Remote viewing is now taught to the American public by ex-military remote viewers for around $3000-7000.

12. Remote viewing is used by many agencies in the United states such as the CIA, NSA and FBI. The Sony Corporation had until this year a large institute in Tokyo looking into Psi. The Chinese have numerous training camps to develop psychic spying and remote influencing for their military.

13. The power of remote viewing enables any event be it in the past or future to be psychically spied upon. Events such as the Princess Diana car crash can now be investigated by remote viewers and any reader of the book.

14. The book contains the first detailed instructions of how to remotely view not only by use of the American method, the Stage one to seven protocols, but also Soviet style psychic spying which can be far more accurate.

17. The use of psychic warfare techniques to read peoples' minds, telepathically influence them and even kill them. Soviet weapons, their use of Psi warfare, psychotronic mind control, with detailed documentation from the Pentagon which prove the Soviets where deeply involved in this research, naming the institutes and scientists involved.

18. Ex KGB major general Kalugin, made public on US television that hard line communist Psi-warfare experts used remote killing to try and assassinate President Yeltsin. It is alleged his numerous heart attacks are caused by these methods. In the book the science of remote killing is discussed and in DIA pentagon papers it is stated that the Soviet Union has microwave weapons that can stop a persons heart from a distance. By this means or the means of remote killing any world leader can be given a heart attack.

19. Psi-warfare is very useful to psychically spy on other countries and businesses, remote sensing can be used to scan the minds of decision makers and remote influencing can be used to change their decisions in line with that of the country using the Psi-warfare capability.

20. The CIA publicly stated that it had given up its remote viewing project. Insiders such as David Morehouse state it has become a black project, still practised but hidden form the public eye. The US now trains remote killers and remote influencers according to Morehouse..

It is also explained how it is child's play to remotely influence world leaders, who are totally unprotected from this technology as they have no idea it exists, main stream scientists being debunkers of anything to do with the power of the mind - as reputations and grants vanish if they support Psi.

27. President Yeltsin hired psychics to protect him from psychic attack. Russian leaders such as Putin are now protected from Psi-warfare by exotic biophysical defence fields.
